Obligations

Overview

Obligations are a mechanism provided by HL7 FHIR to describe the functional expectations placed on system actors with respect to specific data elements defined in profiles. These expectations indicate whether an actor MAY, SHOULD, or SHALL perform certain actions or support particular capabilities.

In the previous version of this Implementation Guide, an initial proposal for obligations, together with the associated actors, was included as informative material (see the v0.1.1 obligations page).

In the current version, obligations are not formally specified. Their inclusion is deferred pending further analysis, alignment, and consolidation across relevant stakeholders and implementation contexts.

Updated obligations are expected to be reintroduced in future versions of this Implementation Guide once sufficient maturity and consensus have been achieved.
